    What "guidance, not advice" means in practice, and how a page gets from research brief to live URL.

    1. Research brief. A topic is scoped against primary sources (legislation, regulator manuals, official guidance) before any drafting.
    2. Drafting pass. The brief is rendered into editorial structure — key facts, mechanics, worked example, citations.
    3. Editorial pass. Voice, structure, and citation density audited against the editorial policy.
    4. Pre-launch cold-eye. A separate read confirms nothing has bled from an adjacent jurisdiction or an out-of-date schedule.
    5. Post-launch re-review. Pages are re-dated on every substantive rate or rule change. The corrections log captures anything we got wrong.
